In the run up to the appeal, Blue Living wrote to some 8000 residents in the local area with an update on the proposals for Pincents Hill. The newsletter stated “Our belief remains that Pincents Hill is a sound location for development and that it would make a significant contribution to meeting the chronic housing need in West Berkshire and the Reading area by providing 750 new homes including 35% affordable homes. As an integrated part of the area, Pincents Hill would also help to improve the quality of community facilities for people living nearby. Here, we highlight a few details of our planning application that you may not know about.”

Following submission of an outline planning application for Pincents Hill, Blue Living’s third newsletter provides a summary of the proposals and information on how local people can have their say.

Executive Chairman, Jonathan Smales, said “We want the redevelopment of Pincents Hill to be something that the people and Council of West Berkshire can be proud of. It will stand as a practical example of how to deliver traditional housing in a sustainable way. It will deliver much needed private and affordable housing as well as major enhancements to local public open space.”

Pincents Hill outline planning application

Pincents Hill provides a traditional solution to modern challenges; its form, street pattern, mix of uses and homes are conceived to time-honoured principles with the additional benefit of improved understanding of and commitment to contemporary environmental challenges and environmental technology.

As an urban extension in and of West Berkshire, Pincents Hill is attached to and fully integrated with Greater Reading. It is proposed as a means of meeting housing need – with many of the homes provided being affordable – stimulating economic opportunity and providing a truly sustainable place and community for greener living and higher quality of life.

An outline planning application for Pincents Hill was submitted in July 2009. The Design & Access Statement is a summary of the wider outline planning application, providing details of Blue Living’s aims at Pincents Hill, the application’s strategic context, and the way in which Pincents Hill proposals have responded to the site and community needs. Further detail on proposals can be found in the Masterplan and associated strategies, available on the West Berkshire Council website.

Pincents Hill newsletter 2: ecology & open space

The second edition of the Pincents Hill newletter focused on ecology and open space. It described some of they ways in which the proposals meet the overarching aim of the development: to create an urban setting that is unique in its connection to and integration with the natural environment.

In his foreword Jonathan Smales, Executive Chairman, said “At the Design Enquiry last September, we expressed two very clear aims: to improve local access to a variety of high-quality and productive open spaces, including the countryside; and to bring about an overall enhancement of biodiversity across and around the Pincents Hill site. Our proposals for Pincents Hill include a comprehensive green infrastructure and outdoor space network, comprising green roofs, green walls, balconies, gardens and courtyards, a new park, allotments and community farm and orchard, richly planted streets and sustainable urban drainage systems.”

Pincents Hill newsletter launched

Following the Design Enquiry for Pincents Hill in September 2008, Blue Living launched a newsletter to provide local people and stakeholders with up-to-date information about proposals and to act as an additional forum for on-going discussion with the community.

This first edition focused on how development proposals provide for a range of uses for the community, inviting readers to give their views either directly or via the newly formed Pincents Hill Liaison Panel.

Pincents Hill Design Enquiry

In September 2008, Blue Living held a five-day Design Enquiry into the development of Pincents Hill.

A Design Enquiry allows developers, design experts and other technical professionals to work intensively together, and in public view, in order to conceive a masterplan and its associated strategies. These include access & movement, landscape and ecology, energy, waste and water and social infrastructure.

At the Pincents Hill Design Enquiry, a masterplan was developed live over the course of five days. The first two days were also attended by key stakeholder organisations, including statutory authorities. Members of the public were invited to attend two public meetings – one at the start and one at the end – to share their views with the developer and consultant team. They were also invited to visit the studio on the third and fourth days of the Design Enquiry to see designs and proposals being worked on and to discuss ideas and concerns with members of the team. In total over 300 people attended the Design Enquiry.
